Viet Nam National Artificial Intelligence Ethics Framework

Circular No. 05/2026/TT-BKHCN issues Viet Nam’s national artificial-intelligence ethics framework.

The framework is binding for state bodies and AI actors in public management and services and encouraged for other actors. It covers safety, rights, fairness, transparency, human control, testing, security, privacy, explainability and accountability.
